After the Google Panda update anchor text is still just as important, BUT Google is looking much closer at backlinks. What appears to be happening is Google is looking at not only the anchor text of each link,Basically any anchor text optimization campaign would involve using keywords to link to pages having related content.

Anchor Text is important factor , But natural linking is a proper method for getting back links and look natural to the viewers.
