Hello optimizers I need to know that If we block Googlebot from crawling JavaScript and CSS as blocking Javascript, Then CSS will hurt our rankings on search engines.

Yes CSS also important for On Page Activities. If There is some mistake in css during the use of HTML code then it can take wrong info.
