It seems to me hostwinds.com and a2hosting.com VPS accounts can be good for you.

I have been with Hostplay.com for over a year now and they have been nothing but great. I am totally impressed with these guys. I just hope they don't grow too large and lose the foundation that is making them so impressive.
They offer Sweden VPS plans at reasonable rates.

I can also add that Hostplay.com is reliable offshore web host. Their offshore servers are fast.
