Most social media sites use Nofollow and most comment sections use Nofollow because people end up spamming their link just for a back link.

For SEO, No-follow links doesn't increase the page rank as its being crawled,including the HTML attribute rel=”nofollow” to a link it has an ability to stop the link to another page.
