Directory and social bookmarking submission both is good technique to use off page seo technique. They can generate backlinks. In social bookmarking submission you can instantly generate backlink but in directory submission backlink generate for a website take time.

directory submission is creating back link to the website and social bookmarking is creating backlink and also tags are getting backlink to the website. baclink must contain dofollow links. dofollow links are countable by google.
