Yea, It's a red flag for sites where there is only a small amount of visible content above-the-fold or where relevant content is persistently pushed down by large blocks of ads.

If a visitor clicks on your website, he should be able to see a lot of visible content without passing through a slew of ads. This update attempts to improve user experince and get a lot of MFA sites out of the way.
