Firstly add optimized and Unique content to your website. then submit your website to high PR Submission sites. It will help you in increasing your websites Page rank.

Google Page Rank doesn't really update that often. I wouldn't worry about the importance of it, even google says not to worry about it because it doesn't update often.

That's very informative question. there are many things which affects page rank. if your sites structure, content and backlinks are good, your keywords ranking will be improve. backlinks should be quality basis. update content with daily basis.
