As you know that panda smash most of the websites and recovering ranking is becoming difficult so how to promote website and rank them on top of page.

Just forget duplicate content to promote a website for higher searches because Google panda is completely against it.

Do you know A page that has Short of Content and Have Number OF Outgoing Links , poorly Written content or Discussion , Left a bad Effect on Linked Sites ... So My Suggestion is First Reduce the Number of Signature links to make your work to posses Quality that is required from Update ...

Well, I am agree with Smohil and I would like to say, Panda is all about content optimization, your website content should be unique and informative.
