yes it is very effective keyword ranking but you have to mind one thing while creating it that is see page rank of all website if you are making on zero pr websites then it will not give you good results. .

Link wheel is still alive for generating traffic and increasing backlinks for a website, but make sure the content you are going to be post should be natural (shouldn't be promoting) and linking with a keyword also must be in natural way.

Nowadays Google is not preferring link wheeling , Google is only asking for getting links in natural way , all the methods of getting links with link schemes are now being considers as spammy links.

It depends on the way we create a link wheel. If we are using quality genuine content to fill each pages (wheels) in the link wheel, still it has a value. If anyone use duplicate content for the wheels, it is spammy and Google will not count any value for it.
