You can experiment and make 2 web pages, one with a description meta tag with a short description and one with out a description meta tag and see what the search engine use as the description, compared to the one with the description meta. In simple terms, it gives both search engines and readers a short description about the website.

You should always use it so you can give your own description about your website or web page and also make sure to include your main keywords.
