Well... bounce rate play most important role in ranking but there are several more important factors like Keyword Research and Analysis, Page Specific Meta Tag Creation and link building that might be helpful to get a better rank in SERP

In my opinion the main and important points are quality backlinks as well as relevant and high page rank backlinks however website's content should be unique and fresh.

Loading time should be less for a website .Yes bounce rate is a user satisfaction metric and have great importance .Bounce rate for website should be less .More important is link building process .

To get good ranking, you have to keep in mind the following points :
A. It�s better to have fewer high-quality pages then lots of low-quality pages.
B. Focus on getting high-quality links from high-quality websites.
C. Too many incoming links from websites that are not relevant to the content on the site can actually hurt a website�s search engine ranking.

You are right if Website take a time to open page means you are not proper build website. And its effect on ranking also.
