Both is necessary but but I think doing onpage more like update your website with relevant content, post blog and news on your website and promot it on social networking and bookmarking website.

Both are very important for any website but the most important activity is on-site seo because it is the basics of any website therefore you should give importance to on-page seo.

On page optimization should be the first priority to optimize the rank of any website in search engine result page. It is because it doesn�t matter how many back links are there to the website if the website doesn�t have any content and does not including title tags, Meta keywords, and Meta description. If the website design is not in the proper format and crossing the limits of keywords density, links per page, etc. it will not rank in search engine so first priority should be to optimize the on page of any website.

Without on-page seo, off-page seo will not be effective/worth. First priority should be give to the on-page then only off-page.

For optimizing your site, you must make use of both of these methods. Once you have done with on page optimization, your effort for off page optimization gets reduced very easily.

On page is very essential part of website optimization which needs research and analytic skill. Off page will be more effective if on page is managed well.

Both are required for website traffic and popularity in search engine. Without on page search engine not crawl properly website links. And without off page submission not grow keyword rank in search engine.

Which priority is first? on page or off page?

Hi

Both onpage and offpage are important.Onpage is 40% and offpage is 60%.
We cannot get our ranking better till our both onpage and offpage is perfect.
