As Far As I am concerned Forum is More powerful in SEO (Search Engine Optimization). Because In Forum we can post Threads and we can reply to the Threads.

I will suggest you both because directories help you to examine while forums are one of the effective tools to generate backlinks. |

directory is used for ranking website good and also it gives traffic and Forum Posting is used to rank keyword up and also brings traffic to our website.
