Should I use a long tail keyword?

Some peple say that a long tail keyword is a kind of keyword stuffing.
(Will I be penalized by SEs,if I use it?)
But there are a lot of experienced SEO persons state that a long tail keyword is very useful,which will bring more PV and almost all the visitors are targeted ones.

you can use long tail keyword.It is not keyword stuffing.And it will help you to rank in SERP.

Long tail keywords are not keyword stuffing untill you repeat your keywords for more than 4%.

if ur beginner better to use short tale keywords..long tale keywords take more time to approve...

Even also I have seen many top ranking firms are using long tail keywords. And, they are ranking on short tail keywords. I think long tail keywords works.
