You can increase the Google PR by submitting high quality articles and guest posts to relevant high PR sites and blogs that will allow to to have do-follow links to your site. No-follow links will not help.

The only way to increase your PR. You should do forum posting, blog commenting, article submission, press release on high PR site and relevant to your website.
