I'd advise you to use services from A2hosting.com and QHoster.com.
They're Very personable and answered all of your questions.
Prices are affordable for the webmasters with a tight budget.

They provide cPanel with shared hosting and softaculous which is 1-click installer of many scripts.
Server uptime 99.99% and support i rarely use it since i am an experienced webmaster.
Highly recommend rockhoster.com web host to anyone!

I've been with rockhoster.com for more than 7 months, and I'd like to say that I like this web host. The support is excellent, there are a few issues with the lack of an actual billing system, everything is taken care with via emails, however this isn't a major issue. Sales and support staff are amazing.

Their control panel system is absolutely fantastic.
Rcokhoster.com web hosting service gets a 9 out of 10 from me. Impeccable support, yes on weekends too, fast servers and very well priced.
