As there has been already discussed about what is cloaking ,
i just want to say about the risks of cloaking:
Cloaking is one of Black hat techniques that has been found very highr risky.
Though it has some fact to be benificial but it can cause a long term damage to your site.
as Google says"Serving up different results based on user agent may cause your site to be perceived as deceptive and removed from the Google index."
it confuses the user ,where search engines as google are very concern about their user experience.
If your competitors or users find you cloaking they can report on it to the search engine authority.

It depends on the purpose for which techniques are using to rank your site.
Always remember that taking shortcuts to get you where you want to be right now is often the path to failure.
