A broken link is one that shows a 404 error or "page doesn't exist". It's always good to remove a broken link for seo as well as for good user experience.

A broken link is a link to a site that is no longer active/doesn't work. A dead link. Try to remove those ASAP. They will hurt your rankings.

broken link. noun. a connection in an HTML document to a URL that is not working properly, esp. because it goes to a Web page that is no longer available or which has moved to another server. When a broken link is selected in a Web document, an error message appears on the screen.
