Do you think it is a useful thing?

For example. <a href="www domain com" title="a domain description">

is it like alt text? or anchor text? or... it's not useful for seo.

Tests if the user hears extra text describing the "Click Here" link when tabbing between links. Without extra text the user hears a sequence like "Click Here.
