It is a program which is used by search engines like Google, yahoo, Bing. They create there own program and name it for example Google panda, Google penguin etc.

It crawls the websites stored in the server and it goes from link to link from a web page of a website to another to index those web pages so that the searching mechanism of a website becomes more faster and efficient. And if the web crawler does not crawl your website than your website cannot be indexed.
