Both without quality, unique content you can't rank your keyword well in google and without quality backlinks you can't . Do both because what we want as a seo guy no. 1 position

Both the things are very important if you wants to promote your content than backlinks are essential part of that. and you can not make back links with out having a good piece of content.

But I would like to tell you that I would make more weigh on the content because you know that content is the king of current seo world. you can not ignore the content if you have to perform well in the search engine.

Both content and back-links have their own importance in SEO but it has been demonstrated that Content is King. So content has more importance than back-links but search engines prefer content more than back-links.
