The no of linking domains.
The no of linking pages. Page rank of linking page. Link relevancy. Authority of linking domain. Links from homepage. No of dofollows vs nofollow links. |

The first important factor is on page and then comes the off page or link building technique.

Wouldn't continually adding and updating relevant content be high on the list?

Backlinks from high quality sites is probably the most important factor, followed by great content.

im sorry, but i still see people are saying PR, pagerank. Pagerank has not been updated in years by Google and its losing if not lost all its weight, so I wouldn't focus on that. I would focus on backlinks, clicks/traffic, social media likes and followers. Search engine crawlers are getting smarter. If you aren't linking out and linking in, its not a good thing. Don't spend time in directories or social bookmarketing, unless its reddit, stumbleupon. Delicious is dead as far as im concerned. Stick to twitter and facebook. twitter you will get likes and go viral faster if its quality content you are providing that people want.
