No follow Backlinks used for Irrelevant content,Affiliate links,Comments,Advertising,Footer links and Sponsored links.

Do follow and no follow are link attributes containing instructions for search engine robots. Do follow links are crawled and indexed in search engines, whereas no follow links are never crawled and indexed in search engines.

In the No Follow link, GOOGLE will not count the link as your website outwards link. Whereas in Do Follow link, GOOGLE will count the link as your website outwards link.

No follow:

Don't pass the juice
Consider the link as non trusted
You don't get benefit of the website's high PR.

Do follow links are crawlable by the bots(s.e) and share link juice but no follow links are not crawlable by the bots niether they pass link juice so no follow are not that imp.

Yes,I agree with your quote. Dofollow pass the link juice whreas in case of nofollow it doesnt follow the link juice.Dofolow link is very important to attain the high ranking.
