I agree with all the points mentioned above but here i wants to know about how could we perform these steps in a better way to get the better results.

I have already read all those guidelines on net but i don't want to know "what should we do" but i want to "how to do these process".

I have tried so many times to ask for guest post but among many of them are paid they ask for 50$ or 100$ for one link or two links. So i would like to know about what other steps i should follow for guest posting.

Thanks buddy for this information. IF possible then get backlinks from .gov sites. If we get 2 or 3 good backlinks from .gov sites then your keyword will rank easily.
