Almost two years ago google has updated Page ranks for website,( Last Google PageRank (PR) Update in the year December 2013 ).

Can Google consider high pr backlinks for website ranking in serp?

Anyone knows, what are the role of PR of now days is considerable or not?

Yes the page rank plays a huge role in how much traffic your webpage gets. A better page rank places you more towards the top of google searches, providing that you have keywords that match up with what was searched.

The closer to 10 you have for a rank the better off you are.

Google page rank is still very important. High PR backlinks have more value than low quality PR backlinks.

Google pagerank is helps to SEO but recently Google announces that they never update Pagerank at present and no inform about any updates will be there or not.

Domain authority is considered more these days compared to page rank for a website. DA denotes the trust flow of your website in search engines and helps to build link value for your website in search engines. It helps to improve your domain rank in search engines.

PR before is considered as the basis or the measurement of the site's quality. But I think it is irrelevant now. It is not that because Google stop updating it but most SEO people are so into it they forget about the other things that matters most in SEO.
