Google local search may help, but best would be to use email campaign.Local listings are not under your control they are third party service so you cannot control them.All you can do is to research that for which local list people search more related to your niche.Try to be on the list that is searched for your niche more.

Using Google Map is Very much important for this, in local listing if u can make it cool then your site will be on top page for a very long time.

Of course google use the local version on your area. So when someone search and get your website in search result he enters into your site. Thats so simple.

You should do paid campaigning for this. Run Facebook campaign, Google Ads etc. You can also give ADs in local TV channels.
