Yes you can remove the bad links by using the Google Webmaster tool and disavow tool is used to identify the bad backlinks.

You can first contact to the owner of a website for link removal. If the owner is not removing the links from their website then you can use Google Disavow tool in Google webmasters for link ignorance

disvow tools you can used for removing the bad links but you have also the authority of the website means user id and password after then you can remove the bad links.

Same here, google webmaster tools and the "Bad links" removal tool works great. Obviously it doesn't have an affect on search results in bing or yahoo
