My client having UK based websites.They wants to make their website on top ranking in Google.co.uk.But i know the things about we could fix the target the country search result on Google webmaster account.If i set the country like co.uk on Google webmaster account means,it will help to place our website on Google.co.uk or any extra SEO process is need to do that?

yes true and you have to do all the off page activity on the uk based site or the international site .l i think its not so hard.use the uk based site specially directory is very important

You may get rank on your website by doing the submission on UK websites and target the traffic of your website to Uk location. you may do Following for uk websites.
uk website directory submission
search engine submission
social bookmarking
