I have a new website and that does not optimize by Search Engine Optimization.What is the basic things of SEO to the new website?

You have to do On page SEO:
1. Add alt attribute on images
2. set title
3. set description
4. set keywords
5. add robots.txt
6. add sitemap
7. optimize url structure
8. proper use of h1 tag
9. optimize images, javascript and css
After all these check site on w3validator
these are basic steps you should follow.

You have added a very great inputs. But first of all you have to prepare your website's architecture clean, clear and mobile friendly. You website must be responsive on all mobile device and tablets. Page Load Speeds is matted in Mobile and Desktop device both.

Navigation Architecture must be clear for users and for crawlers. And others you have already specified in your answer. Good going on!
