Floodlight tag is a tracking tag for DoubleClick platforms that is typically used to measure conversions resulting from users seeing or interacting with certain ads. Google Tag Manager, on the other hand, is a dedicated Tag Management System. Google Tag Manager helps you deploy tracking technologies and does not replace Floodlight. If you use Floodlight tags, you'll want to manage them using Google Tag Manager.
