PPC is Pay per Click and refers usually to the system of buying ads like "it's a PPC network" or "we sell on PPC bases".
CPC is the Cost per Click and is used for describing the metric - how much are you paying for the click like in "we are bidding 1 USD CPC at maximum". The PPC network has often a bidding system and the real CPC costs are different (lower) compared to your bid. The real results are usually evaluated in eCPC (effective CPC which means "real").
