I would say that both are very important. You should focus on your content first. Quality content is very important and you should at least write 300 words and if you are writing a blog post you should go after 1000 words. After you have created quality content, then you should focus on a nice backlink strategy. I'm there at the moment, I need some good quality backlinks to my website, but again rome wasn't built in a day. This can take a lot of time, but be patience and work hard
