Search Engine Optimization is such a vast field that I don't think you can use too much. There's certainly a limit of time you can use to improve your on page SEO as it takes time to see if a certain modification results in the expected effect. But there's no such limit in off-site SEO, you can spend countless hours writing, submitting articles, commenting in forums or blogs. You will also need a lot of time to analyze your results and keep your knowledge updated to the last trends and Google requirements.
