High PR backlinks can only be obtain if you are using good quality sites whose page rank is above 5. All Off Page techniques must be done on high PR sites only so that it can upsurge the rank of a website in Google quickly. Do remember that, a site with zero PR won't be effective at all for driving traffic towards your site. It is useless and even it won't provide you DO Follow link. Got it
