Linux is definitely the better option for someone with programming skills. Even for complete newbies who are ready to invest time and learn, Linux is the better option and also the cheaper option in most cases. If you want complete user-friendliness with reduced functionality and probably very less customization at a higher cost, Windows might work. Windows is the better option for someone without a lot of programming knowledge and less time on their hands to learn and execute, provided they are ready to invest.
