You can build links for a domain which is not hosted, but what would be the use of building links.

In my opinion, backlinks are the text link that rises your page authority in the Google ranking. Here the domain links and page links are not different bcs you can see when we made a backlink on the other web page then we copy the URL of the webpage so these both are the mutually exclusive to each other.

Domain backlinks give more benefits that the other. So I suggest you to do interlinking of your sites carefully.

High quality Domain backlinks are very good and much needed for SEO and good Pagerank but u might face problem as ur domain will give 404...
