I think Both method are very important, because when your on page is strong then in a very less work in off-page, you will start to receiving a ranking

As per my opinion on page optimization and off page optimization both are important. On page optimization helps to increase quality of any website and off page techniques are helpful to build back links which are further helpful for increasing page ranking to get ranked over search engine.

My point of view Both are important for search engine's. But first give more preference to on-page than off-page, then u move to off-page submission to improve ranking.

do you know what is on-page seo? or off-page seo? And i am sure you are not aware of any of these. Because any one will tell that both are very much important. its like:
You have designed a quality product( take it as a onpage seo) and now you want to promote it(offpage seo).. Now tell me, can you avoid anything? it is an example to show you the meaning of SEO
