Defintly Wordpress, Joomla is so un-user friendly, Wordpress is also a better platform and cleaner for SEO purposes. Wordpress and Joomla are not a framework they are web based platforms, if you are looking for frameworks for web development try searching for things like skeleton.css or bootstrap for quick development, these will also make your website responsive.

I would go with WordPress as it is the ideal choice for beginners and well suited for small to medium sized websites & blogs whereas Joomla is good for E-commerce sites, and require knowledge of technical coding.
