White hat SEO are SEO method that adhere to the rules and not taking any illegal shortcut. It's a bit slow but secure. Black Hat SEO are methods that can provide quick raise in rank but is illegal to use. When you got caught doing it, your site will be dumped from Google searchpage so it's better if you don't do it and adhere to the rules.

Black hat SEO is process that we do against Google polices. Google did not like those activities on your site.
White Hat SEO is process that we do according to Google guidelines.

White hat SEO is totally legal and used for link building, if you are using white hat SEO techniques then no need to worry about google penalties. But BLack hat SEO techniques are illegal, I will never suggest anyone to use it. Google penalized for using black hat SEO techniques.
