Log-on to your ISP and go to your c-Panel to look for CMS scripts that are offered that you can set-up with one click. These CMS programs are loaded with features, so you may have to look to find that feature you're looking for. Since you're starting a site, you would likely be better off creating your entire site using a CMS. It will save you lots of time.
So, just google the CMS programs that are available to you. By the way CMS = Content Management System.
