what should I do with multiple keywords?

I have a website and I need this site to be up in search engines for two keywords, for example:
"phrase 1"
"phrase 2"
so, how should I use these phrases as the anchor text?
should I use them together in one anchor tag? for example like this?
<-a- href=""> "phrase 1, phrase 2" </-a-> ??

or using them separated in two links? like this:
<-a- href=""> "phrase 1" </-a-> ??
<-a- href=""> "phrase 2" </-a-> ??
????

Using them separated in two links is best

<-a- href=""> "phrase 1" </-a->
<-a- href=""> "phrase 2" </-a->

or use as

<-a- href=""> "phrase 1 | phrase 2" </-a->
