I would say its effectiveness lies behind on the people who leave comments. I do blog commenting but for the purpose of having conversation with other bloggers which sometimes lead to them knowing my blog.
That's the sole purpose of blog commenting nowadays - To have conversation or add value to a blog post. Other than that is spammy. Sure you can drop comments with links to a spammy blog and get nothing from it.
