At first I would check the site properly then I start On page activity like
01) Competition Analysis 02) Content Optimization 03) Internal Linking structure Changes 04) URL Structure Changes 05) Site-map updating / creation 06) Keyword URL Mapping 07) Creation of Meta Information 08) Title tag (LSI Based) 09) Description tag (LSI Based) 10) Alt tags (LSI Based) 11) HTML Coding, Validation & Correction After complete the on page activity I will do off page activity Off-page Activities 01) Directory Submission 02) Social Bookmarking 03) Blog Commenting 04) Forum Commenting 05) Posting Stories in relevant blog websites 06) Submitting Articles in relevant article websites 07) Press Releases in relevant press releases website 08) RSS feed generation and submissions 09) Review Submissions 10 Guest posting etc
