If you want to increase Google PR then you have need more and more backlinks because Google consider backlinks for PR and those backlinks you can get by forum posting ang blog commenting.

You should use good quality seo method like bookmarking, good PR directories submission, unique contents, forum commenting, press release, article submission and social media optimization, then you will get good position in search engine and increases the high PR.

By the way don�t worry about PR much. There are other meaningful metrics (traffic, conversions, SERPs etc...) to worry about so why lose sleep over numbers that change few times a year.
