how to increase google page rank

Your PR tool bar will not increase in PR until Google does a PR update which they do about every three or so times a year.
Then if you have the amount of links which are relevant, then your PR will increase, but until then your PR stays the same (toolbar wise) until the update.

The only thing I would add is that the links need to be (in this particular case) from sites higher than PR3.
