You have to check the links pointing the site by using tools like AHREFS and set up a rundown of low-quality links. You will have to try to get those links deleted like emailing the website admin. Assuming in some way or another, you are not able to remove a few links then we should use Google's disavow tool to devalue the remaining links from hurting the site. Aside from this, You will also have to plan a strategy to get some high authority links in order to increase the reputation of the site.
