SEO cover all the things onpage as well as off page..............
both are core factors we could not avoid one of them.......as a SEO you have to focus on both the factor............

The most important thing, in my opinion, is content. You can submit to directories and articles all day long but without content and new content daily, that will be useless.

Actually both are important. And, have to be balanced.
Do not indulge in keyword stuffing in On Page and in Off Page ensure quality links with balanced anchor text.

yes, both are important. For me, I like to use off page seo because it's more effective to get ranks.

On page and off page Both are important in seo. If you will do on page and off page will not do you can not get high ranking. So do on page and off page, apart of them you can do smo also.
