Both SEO and SMO are the advertising tools. While SEO is search engine optimiztion and SMO is social media optimization, SEO is best for getting higher index in search engine results while smo is for short term.

SMO - Search Engine Optimization - it is in simple words, spreading and promoting your site on social platforms like Facebook, Twitter, Pinterest, etc.
SEO - Search Engine Optimization - it is promoting your site on search engines, that are flocked by many users regarding services. If your SEO ranking is good, then you automatically come in the top choices when a user searches for services that are offered by you. I would say, both are extremely different and equally important.

First and foremost i will give priority to seo because seo activities are very effective to drive more traffic then smo which is the activity performed in mass
