How can I help to improve rankings concerning SERP?

What are the methods that I can avail for having a good list in SERPs? On what do I need to emphasize apart from anchor text and Meta tags when trying to achieve good ranking from particular keywords on going to search engines? Since everybody is now searching for such keywords that are less competitive and niche the category of keywords has also begun to be complicated rapidly. I know about certain fundamental techniques. What are the right techniques that can be utilized to gain effective SERP for the keywords which are the main target? Can I borrow ideas from anyone? Does anyone know what needs to be done?
