It depends on your competitors. If your competitors are ranking because of backlinks, then you should focus on that also. If they are weak on web 2.0, you should make this an opportunity for your company to grow.
There are a lot of off-page SEO. Forum posting, backlinking, web 2.0, business listings, RSS feeds are one of the ways to increase your rank.
